Which one is a better investment? OP-13 or OP-14?

I'm a beginner at One Piece TCG, but I'm a advanced YGO TCG player, so I know somethings about market value and metagame status. I was thinking about buying a boosters box of OP-14 as a way to start playing more competitively, but since I saw the lots of lists of decks in tournaments with Ace-13 and Imu-13, I thought maybe I should buy a box of OP-13. Which one do you guys think gives me the best structure and chance to play in regional tournaments? And is there a good review blog or YouTube Channel in One Piece TCG products so I can check out and see their opinion? PS: sorry for any spelling mistake I made, I'm Brazilian and still working on my english.
