What arc do you guys think OP13 Luffy leader is from?

I like to theme my Don!! around the specific leader moments from the manga, so I've been digging but can't seem to find what chapter this leader is from. Since the leader alts in this set are all Oda artwork from specific story moments, I'd appreciate some help finding RG Luffy's exact panel.
